The Baldwin County Commission is bound by purchasing laws which are set forth by the State of Alabama and the Baldwin County Purchasing Policies.

Depending on the amount of the purchase, Baldwin County Commission uses various types of buying mechanisms as follows:

Informal Bids I ($1,000 - $3,000)
Quotations from a minimum of three vendors obtained verbally or in writing (All must be documented/attached to the Requisition)

Informal Bids II ($3,001-$10,000)
Quotations from a minimum of three vendors obtained verbally/emailed or in writing (All must be attached to the Requisition)

Informal Bids III ($10,001-$29,999)
Three written quotations (All must be attached to the Requisition)

Formal Bids ($30,000 or more) & all Capital Projects

  • $30,000 to $99,999 – No advertising in the newspaper is required.  However, the Purchasing Agent may advertise, if deemed necessary, to obtain good competition.  Notices of Letting are placed on public bulletin boards. Notice of bids for commodities/services are sent to all Vendors on the Bidders List.
  • $100,000 and above (Public Works) – The bids are advertised once a week, for three consecutive weeks, in a newspaper of general circulation in the county or counties in which the improvement, or some part thereof, is to be made.  Notices of Letting are placed on public bulletin boards.  Notice of bids for commodities/services are sent to all Vendors on the Bidders List.
