A Low Speed Vehicle requires a 17 digit VIN. If a Low Speed Vehicle doesn't have a 17 digit VIN, it would be classified as a golf cart and is not eligible for registration.
Low Speed Vehicles that have been purchased new: Customer will need to bring a manufacturer certificate of origin (showing federal regulation qualifications), bill of sale, proof of Alabama insurance, and bring the LSV for inspection. The inspection will verify VIN number and Federal regulations stamp. Valid ID will be required. If owner cannot be present, a power of attorney form will be needed for whoever is handling the transaction.
