Baldwin County Commission Announces $2 Million in Federal Funding for County Road 64 Improvements

The Baldwin County Commission is pleased to announce that $2 million in federal funding has been secured to support transportation infrastructure improvements along County Road 64 (CR-64), a critical east–west corridor serving Baldwin County residents, businesses, and visitors.

The funding was secured through the efforts of Senator Katie Britt and Congressman Barry Moore, whose leadership and advocacy helped advance the funding as part of the Fiscal Year 2026 federal appropriations process.

County Road 64 is one of the Baldwin County Commission’s top transportation priorities due to its role in supporting public safety, school access, economic activity, and regional connectivity. The CR-64 project includes approximately two miles of roadway improvements designed to increase capacity, enhance safety, and address the impacts of continued population growth.

The Baldwin County Commission has already committed $9.5 million toward the project through a combination of sources including partnership funding with the Eastern Shore Metropolitan Planning Organization, required financial contributions from nearby development projects, and County local funding.

Design work, right-of-way acquisition, and Phase I of construction, which included clearing of right-of-way, have recently been completed. The newly secured federal funding helps move the project closer to full completion. Phase II of the project, which includes utility relocations of seven different utility providers, will commence in 2026 and is anticipated to be completed in 2027. Phase III, which includes roadway and intersection construction improvements, is scheduled to begin following utility relocations and will continue through 2029. The total estimated project cost for all phases is approximately $14 million.

Proposed improvements include roadway widening, paved shoulders, improved lighting, intersection upgrades with new traffic signals, additional turn lanes, and access management to reduce potential collision points. The project will facilitate improved connectivity between Loxley, Belforest, Daphne, and surrounding areas.

Baldwin County is the second fastest-growing county in Alabama, having experienced 88 percent population growth since 2000, with an estimated 40,000 additional residents expected by 2030, and is one of the fastest growing

counties in the nation. Improvements along CR-64 are vital to helping the County safely accommodate current and future traffic demands while maintaining quality of life for residents.

County Road 64 also serves as a critical access route to six nearby public schools, including Daphne High School, Daphne Middle School, Daphne Elementary School, Belforest Elementary School, Jubilee  Elementary School, and Loxley Elementary School. Intersection safety improvements at CR-64 and CR-54 West will directly benefit school traffic flow and student safety, particularly for Belforest Elementary School.

In addition, the project supports Baldwin County’s emergency preparedness efforts by improving access to State Route 181 and U.S. Highway 98, both designated hurricane evacuation routes
