Administration
The County Administrator's Office works with Baldwin County Commissioners and other elected County officials to facilitate the delivery of quality and effective services to the citizens of Baldwin County.

Animal Control
The Baldwin County Animal Shelter enforces animal control laws, promotes adoptions of unwanted animals, and provides the highest level of care for those animals in its custody.

Archives
Preserves and manages Baldwin County’s historical records and artifacts, providing public access to documents, photos, and digital collections for research and community reference.

BRATS (Transit System)
Provides public transportation countywide, offering door‑to‑door and on‑demand ride services to help residents travel efficiently and affordably.

Budget
Coordinates the county’s annual budget process—collecting and analyzing department requests, preparing a draft budget with the County Administrator, and supporting the Commissioners’ review. Once approved, the department monitors spending, processes budget amendments, and assists departments, officials, and the public with budget-related inquiries.

Building Inspection
Oversees permitting and construction safety by enforcing building codes and conducting inspections throughout unincorporated Baldwin County.

Communications & Information Systems
provide communications and information services to County Departments as well as multiple other Government Agencies in Baldwin County so they can achieve their business objectives and meet the needs and the expectations of the citizens.

Citizen Service Center
To serve as a “One Stop Shop” for Baldwin County government services and information. To help our departments improve service delivery by allowing them to focus on their core missions. To provide accurate, consistent measurements of service delivery countywide

Community Relations
Handles public information, media communications, and community outreach to keep residents informed and engaged

Council on Aging
Supports Baldwin County seniors by offering advocacy, nutrition centers, counseling, and helpful programs to promote independence and well‑being.

Emergency Management Agency (EMA)
Coordinates countywide emergency preparedness, response, and public alerts to keep residents informed and safe during disasters.

Facilities Management
Oversees maintenance, repair, and upkeep of county-owned buildings and infrastructure, including HVAC, plumbing, and general facilities services.

Department of Finance
The Department of Finance safeguards Baldwin County’s fiscal integrity by overseeing financial operations, technical accounting, financial reporting, grants compliance, internal controls, cash and investment management, and debt service.

Grant Programs
The Grants Department oversees community planning and development grants from the U.S. Department of Housing and Urban Development (HUD).

Highway Department
Maintains and improves more than 1,600 miles of county roads, managing repairs, vegetation control, and roadway safety across three service areas.

Juvenile Detention
Provides temporary secure care for delinquent children pending court decisions.

Parks and Recreation
Oversees parks, boat launches, water access points, and trails.

Planning & Zoning
Oversees the county’s growth management activities, including the administration of the County's land development regulations and management and implementation of various community development and economic development policies and programs.

Purchasing
The Purchasing Division is responsible for coordinating all County purchases that are completed with a purchase order to ensure that the County receives the best possible price for goods and services it needs to operate. This includes approving department purchase requests, soliciting bids from vendors, creating purchase orders, managing the County's formal bid process (for items that cost $30,000 or more), along with ensuring the Purchasing Policies and Procedures comply with applicable state and local regulations.

Sales & Use Tax / License Inspection
Administers county taxes and business licensing.
